      मालदिवचे राष्ट्रपती डॉ. मोहमद मुइझ्झू यांचा नुकताच भारत दौरा झाला. 2023 मध्ये ते राष्ट्रपती म्हणून निवडून आल्यापासून दोन्ही देशांमधील संबंध अस्थिर बनत चालले होते. निवडणुकीच्या प्रचारात त्यांनी सतत भारतविरोधी भूमिका घेतली होती. पण अलीकडील काळात मालदिवच्या बिकट आर्थिक परिस्थितीमुळं भारताबरोबरच्या संबंधांचं महत्व जाणवल्यावर त्यांनी नवी दिल्लीला येऊन द्वीपक्षीय संबंध वृध्दिंगत करण्याच्या हेतूने प्रयत्न केले. त्यांच्या दौऱ्याच्यावेळी नवी दिल्ली आणि माहे यांनी संयुक्त सर्वसमावेशक आर्थिक आणि सागरी सुरक्षा भागीदारीसाठीचा दृष्टिकोन हा जाहीरनामाही प्रकाशित केला. हा जाहीरनामा लोकांना केंद्रस्थानी ठेवणारा, भविष्याचा विचार करणारा आणि हिंदी महासागरीय क्षेत्रात स्थिरता ठेवण्यासाठी महत्वाचा असणार आहे. त्या जाहीरनाम्यातील ठळक मुद्दे,

A Vision for Comprehensive Economic and Maritime Security Partnership

1.        

दोन्ही देशांच्या संसदांमधील संस्थात्मक सहकार्य सक्षम करण्यासाठी एक सामंजस्य करार करण्याचा निर्णय घेतला आहे.

They decided to conclude a Memorandum of Understanding to enable institutionalized cooperation between the two Parliaments.

2.        

• बंदरे, विमानतळ, गृहनिर्माण, रुग्णालये, रस्त्यांचे जाळे, क्रीडा सुविधा, शाळा आणि पाणी आणि मलनि:सारण यांसह विविध क्षेत्रांमध्ये, मालदीवच्या गरजा आणि आवश्यकतांनुसार विकासात्मक भागीदारी पुढे नेण्यासाठी एकत्र काम करणे;

• फ्लॅगशिप ग्रेटर माले कनेक्टिव्हिटी प्रकल्प (GMCP) वेळेवर पूर्ण होण्यासाठी पूर्ण सहकार्य देणे आणि विस्तार म्हणून थिलाफुशी आणि गिरावरू बेटांना जोडण्याच्या प्रकल्पाची व्यवहार्यता तपासणे;

• मालदीवच्या इहवंधिप्पोल्हू आणि गाधू बेटांवर मालदीव इकॉनॉमिक गेटवे प्रकल्पासाठी उपयुक्त ट्रान्सशिपमेंट सुविधा आणि बंकरिंग सेवांच्या विकासासाठी सहकार्याचे मार्ग शोधणे;

• भारताच्या सहाय्याने विकसित होत असलेल्या हनिमाधू आणि गान विमानतळांच्या आणि मालदीवच्या इतर विमानतळांच्या पूर्ण क्षमतांचा उपयोग करण्यासाठी संयुक्तपणे काम करणे.

• भारताच्या सहाय्याने हाआ धालू आणि हाआ अलिफू प्रवाळद्वीपांमध्ये मत्स्य प्रक्रिया आणि कॅनिंग सुविधा, "कृषी आर्थिक क्षेत्र" आणि पर्यटन गुंतवणूक स्थापन करण्यासाठी संयुक्तपणे कार्य करणे;

• भारत-मालदीव लोककेंद्रित विकास भागीदारी मालदीवच्या प्रत्येक भागापर्यंत नेण्यासाठी यशस्वी उच्च प्रभाव समुदाय विकास प्रकल्पांना अतिरिक्त वित्तपुरवठा करून आणखी विस्तार करणे.

·      To work together in advancing the developmental partnership, as per needs and requirements of Maldives, across areas, including ports, airports, housing, hospitals, roads networks, sports facilities, schools and water and sewage;

·      To extend full support for the timely completion of the flagship Greater Malé Connectivity Project (GMCP), and to undertake a feasibility study to connect the islands of Thilafushi and Giraavaru as an extension;

·      To explore collaboration for development of transshipment facilities and bunkering services contributing towards Maldives Economic Gateway project at Ihavandhippolhu and Gaadhoo islands of Maldives;

·      To jointly work in harnessing the full potential of Hanimaadhoo and Gan airports that are being developed with Indian assistance as well as other airports of Maldives.

·      To jointly work in establishing "Agriculture Economic Zone” and tourism investments in Haa Dhaalu atoll and fish processing and canning facility at Haa Alifu atoll with Indian assistance;

·      To further expand through additional financing the successful High Impact Community Development Projects to take the India-Maldives people-centric development partnership to every part of Maldives.

3.        

• दोन्ही देशांमधील वस्तू आणि सेवांमधील व्यापारावर लक्ष केंद्रित करणाऱ्या द्विपक्षीय मुक्त व्यापार करारावर चर्चा सुरू करणे;

• भारत आणि मालदीव यांच्यातील व्यापारी व्यवहार स्थानिक चलनांमध्ये कार्यान्वित करणे आणि व्यापार संबंध अधिक दृढ करणे आणि परकीय चलनांवरील अवलंबित्व कमी करणे;

• शैक्षणिक संबंध प्रस्थापित करून आणि संशोधन आणि विकास सहकार्याचा विस्तार करून कृषी, मत्स्यपालन, समुद्रशास्त्र आणि ब्लू इकॉनॉमी या क्षेत्रांमध्ये सहकार्य मजबूत करून मालदीवच्या अर्थव्यवस्थेच्या विविधीकरणाच्या प्रयत्नांना पाठिंबा देणे;

·      To initiate discussions on a Bilateral Free Trade Agreement focusing on trade in goods and services between the two countries;

·      To operationalize the settlement of trade transactions between India and Maldives in local currencies with an aim to deepen trade linkages and to reduce dependency on foreign currencies;

·      To support the efforts of Maldives towards diversification of its economy by strengthening cooperation in the areas of agriculture, fisheries, oceanography and blue economy, including through establishment of academic linkages and expanding research & development cooperation;

4.        

• मालदीवमध्ये RuPay कार्ड लाँच केल्याचे स्वागत करताना, जे मालदीवला भेट देणाऱ्या भारतीय पर्यटकांसाठी पेमेंट सुलभ करेल, भारताला भेट देणाऱ्या मालदीवच्या नागरिकांसाठी समान सेवा विस्तारित करण्यासाठी काम करेल.

·      While welcoming the launch of RuPay card in Maldives, which will enhance ease of payments for Indian tourists visiting Maldives, to work closely to extend similar services for Maldivian nationals visiting India.

5.        

• दोन्ही बाजूंनी ऊर्जा खर्च कमी करण्यासाठी सौर उर्जा आणि इतर अक्षय ऊर्जा आणि ऊर्जा कार्यक्षमता प्रकल्पांच्या अंमलबजावणीद्वारे सहकार्य शोधण्यास सहमती दर्शविली.

* मालदीवला वन सन वन वर्ल्ड वन ग्रीड उपक्रमात सहभागी होण्यास सक्षम करणाऱ्या उपाययोजना ओळखण्यासाठी दोन्ही बाजू व्यवहार्यता अभ्यास करतील.

·      The two sides agreed to explore cooperation through implementation of solar power and other renewable energy and energy efficiency projects to bring down energy costs.

·      Both sides will also undertake a feasibility study to identify measures that would enable Maldives to participate in the One Sun One World One Grid initiative.

6.        

• भारतातील मालदीवमधील लोकांना सुरक्षित, दर्जेदार आणि परवडणाऱ्या आरोग्य सेवेची तरतूद करून आणि भारतातील रुग्णालये आणि सुविधा यांच्यातील संबंधांना प्रोत्साहन देऊन आणि मालदीवमधील आरोग्य-सेवा पायाभूत सुविधा मजबूत करण्यासाठी आवश्यक आरोग्य सेवांमध्ये प्रवेश सुधारणे;

• मालदीवची आपत्कालीन वैद्यकीय स्थलांतर करण्याची क्षमता वाढवण्यासाठी एकत्र काम करणे.

·      To further deepen ongoing health cooperation through provisioning of safe, quality and affordable healthcare to the people of Maldives in India and promoting linkages between hospitals in India and facilities and improving access to essential health services in Maldives for strengthening health-care infrastructure in Maldives;

·      To work together in enhancing capacity of the Maldives to undertake emergency medical evacuations.

7.        

• मालदीवला संरक्षण साहित्याच्या तरतुदीसह MNDF तसेच मालदीव सरकारच्या सागरी आणि सुरक्षा आवश्यकतांना त्याच्या राष्ट्रीय प्राधान्यक्रमांच्या अनुषंगाने प्रगत करण्यासाठी समर्थन देणे;

• रडार प्रणाली आणि इतर उपकरणांच्या तरतुदीसह MNDF ची देखरेख क्षमता वाढवण्यासाठी मालदीवला मदत करणे;

• मालदीव सरकारच्या आवश्यकतेनुसार क्षमता निर्माण आणि प्रशिक्षण यासह जलविज्ञानविषयक बाबींवर मालदीवला पाठिंबा देणे;

·      To support Maldives with provisioning of defence platforms and assets to augment capabilities of MNDF as well as that of the Government of Maldives in advancing its maritime and security requirements in line with its national priorities;

·      To support Maldives in enhancing surveillance and monitoring capability of MNDF with the provisioning of radar systems and other equipment

·      To support Maldives on Hydrographic matters, including, through capacity building and training, as per the requirements of the Government of Maldives;

8.        

• मालदीवच्या मानव संसाधन विकासाच्या गरजांमध्ये सकारात्मक योगदान देणाऱ्या विविध क्षमता निर्माण उपक्रमांचे पुनरावलोकन करणे;

• मालदीवच्या अर्थव्यवस्थेत वाढीव सहभागासाठी मालदीवच्या महिला उद्योजकांना कौशल्य प्रशिक्षण देऊन त्यांच्या नेतृत्वाखालील विकासाला चालना देण्यासाठी नवीन कार्यक्रम सुरू करणे;

• मालदीवमध्ये स्टार्ट-अप इनक्यूबेटर-ऍक्सिलरेटरच्या स्थापनेमध्ये सहकार्य करून तरुणांच्या नाविन्यपूर्ण क्षमतेचा उपयोग करणे.

·      Reviewing the various ongoing capacity building initiatives that have positively contributed towards human resource developmental needs of Maldives;

·      To launch a new programme to promote women-led development by imparting skills training and extending support to Maldivian women entrepreneurs for their enhanced participation in Maldivian economy;

·      To collaborate in establishment of a Start-up Incubator-Accelerator in Maldives to harness the innovation potential of the youth.

9.        

• बंगळुरूमध्ये मालदीवचे वाणिज्य दूतावास आणि अड्डू शहरात भारताचे वाणिज्य दूतावास स्थापन करण्यासाठी सकारात्मक काम करणे आणि हे ओळखून की ते व्यापार आणि आर्थिक सहकार्याच्या विस्तारासाठी आणि लोक-ते-लोकांशी अधिक संपर्क साधण्यास हातभार लावतील;

• प्रवास सुलभ करण्यासाठी हवाई आणि सागरी कनेक्टिव्हिटी वाढवणे, आर्थिक सहभागास समर्थन देणे आणि पर्यटनाला चालना देणे;

* मालदीवमध्ये उच्च शिक्षण संस्था, कौशल्य केंद्रे आणि उत्कृष्टता केंद्रे स्थापन करणे.

·      To work positively towards establishing a consulate of Maldives in Bengaluru and a consulate of India in Addu city recognizing that these would contribute to expansion of trade and economic cooperation and greater people-to-people contacts;

·      To enhance air and maritime connectivity to facilitate ease of travel, support economic engagement and promote tourism;

·      To establish higher education institutions, skilling centres and centres of excellence in Maldives, as per its needs and requirements
